The People!

HEROS- the good guys, that use their powers, for well... Good. And always follow the rules like goody two-shoes.

• Primes- The Primes are supers that have been born with their powers, and donated their powers to HERO.com. These are extremely few, and usually elderly, going into hiding when threatened by super-villains. If they try to Download powers off of HERO.com their DNA will be corrupted, causing them to either lose their powers or become addicted to the websites powers and only being able to thrive with a constant dosage of them. (These must be applied for).
  
• Downloaders- The Downloaders are normal humans, usually in their teens, who have to download their powers from the internet. The Downloader's powers are sufficiently weaker than the Primes, and wear out after an hour or so. Downloaders are the puppets of the Primes, having to save the world when they're too afraid too.
  
• Enforcers- The Enforcers are a secret security group made up of people of all countries, they fight to keep the Supers a secret from the real world, and to capture stray Downloader's, Primes, and Villains, without the use of superpowers. They dump these misfits in the Diablo Penitentiary, a high security prison on a remote island.

Villains- the not-so-good-guys, fighting for themselves under the Council of Evil, the most powerful super-villains in the world which rule over all other villains.

• Primes- The Primes are supers that have been born with their powers, and donated their powers to Villain.net. These are plentiful on the villains side, not wanting to follow the code of Heroes. If they try to Download powers off of Villain.net their DNA will be corrupted, causing them to either lose their powers or become addicted to the websites powers and only being able to thrive with a constant dosage of them. (These must be applied for).
  
• Downloaders- Allies to the Primes and the Council of Evil, downloading powers off the internet to fight other Downloader's and even some elderly primes, they fight for the same reasons as the villains, for their own personal gain.

Rogues- the rogues are stray villains or heroes that don't care much to be on either side. You may have thought that the line between superheros and super villains was black and white, but the Rogues are the large gray area.[list][*]
