The Council of Evil is built on a gigantic island in the middle of the Atlantic Ocean, around this island are eight sub islands, that serve was homes for the members of the Council of Evil. The main building of the Council of Evil is housed inside of a dormant volcano, making it a suitable place to hide in for villains.
